1、Overview of the Tender
This project involves the leasing of 11 catering outlets located at Canton Fair Complex Zone A (No. 380 Yuejiang Middle Road, Haizhu District, Guangzhou) and Zone B (No. 382 Yuejiang Middle Road, Haizhu District, Guangzhou). The tender is divided into two sections:
- Section 1: Fast Food Outlets – Selection of service providers for 5 fast food outlets, with each outlet as an individual sub-project (total of 5 sub-projects).
- Section 2: Coffee Outlets – Selection of service providers for 6 coffee outlets, with each outlet as an individual sub-project (total of 6 sub-projects).
Bidders may apply for multiple sections and sub-projects but can only win one sub-project per section. Details are as follows:
2、Eligibility Requirements for Bidders
(1) Qualification Requirements
- Bidders must be legally registered enterprises with independent legal entity status in China, holding a valid business license and operating in compliance with laws and regulations.
- Bidders must have a valid Food Business License or Food Production License. For fast food operators, the Food Business License must include keywords such as “distribution service,” “collective meal delivery,” or “central kitchen.”
- Bidders must have an independent and comprehensive logistics system with dedicated food transportation vehicles. For Chinese fast food, bidders must operate at least three independent venues (e.g., restaurants, hotels) in Guangzhou. For coffee and tea operators, at least two venues are required. For Halal fast food, at least one venue is required.
- Fast food service providers must hold a Grade A food safety supervision rating, while coffee service providers must hold a Grade B rating.
- Bidders must have the capacity to provide catering services compatible with large-scale events, covering the required number of meals and service modes. A minimum of three years of catering operation experience is required, with proof of serving large enterprises or events since 2019 (as of October 31, 2024). Relevant materials, stamped with the company seal, should be sent via email to bonniezq@cftc.org.cn.
- Bidders must have online ordering and reservation capabilities through platforms like mini-programs or public accounts and be able to provide delivery services.
- Bidders must have a good commercial reputation with no industry misconduct records in the past three years (as of October 31, 2024).
- Bidders must not be listed as dishonest entities, abnormal businesses, or involved in major tax violations on the “Credit China” website (https://www.creditchina.gov.cn/).
- Bidders for Halal food sub-projects must provide valid Halal certification.
(2) Brand Admission Requirements
Brands must have been listed in recognized rankings by industry associations (e.g., China Hotel Association, China Cuisine Association) or similar authorities during 2021–2024 and must have chain stores or central kitchens in Guangzhou. Only directly operated brands are accepted; franchises or partnerships are not permitted.
(3) Other Requirements
- To ensure diversity, bidders can win a maximum of one sub-project per section.
- Subcontracting or transfer of rights in any form is prohibited.
- Joint bids are not allowed.
- Selected bidders must comply with the tendering authority’s management requirement of “uniform quality and pricing within the same city.” Bidders must commit to this requirement in their evaluation documents, specify benchmark stores as per the tendering authority’s instructions, and provide supporting benchmark materials. The selected benchmark stores should, in principle, be located within the following business districts: Tianhe Road, Zhujiang New Town, Huanshi East, Beijing Road, Baiyun New Town, Shangxiajiu, and Pazhou. Benchmark stores located in amusement parks, scenic spots, airports, train stations, or long-distance bus stations are strictly prohibited.
3、Lease Term and Payment Model
- Contract Duration: January 1, 2025, to December 31, 2029.
- Payment Model: Monthly rental and management fees; utilities are billed based on actual consumption.
4、Application Procedures
- Submit the required documents via email to bonniezq@cftc.org.cn by 6:00 PM, December 10, 2024. All materials must be stamped with the company seal.
- Pay a refundable bid bond of RMB 20,000 via bank transfer.
- Upon approval of the submitted documents, the tender documents will be sent via email.
5、Tender Evaluation Process
The evaluation committee will review the qualifications and compliance of bidders. For sub-projects with one bidder, only compliance review is required. For multiple bidders, a price review will be conducted to determine the winner based on the evaluation score.
