Chapter 1: General Provisions
Article 1 In order to promote innovative development of the China Import and Export Fair (Canton Fair), enhance exhibition effectiveness, better leverage the positive role of joint exhibitions, and standardize related arrangements, these measures are formulated.
Article 2 A joint exhibition refers to the practice where exhibition groups guide their exhibiting enterprises to jointly operate or collaborate with other suppliers according to the conditions and procedures specified in these measures.
Article 3 Each exhibition group (or sub-group) of the Canton Fair is responsible for reviewing and managing the joint exhibition applications submitted by exhibiting enterprises and guiding these enterprises to participate in accordance with the fair’s regulations.
Chapter 2: Eligibility Requirements for Joint Exhibitions
Article 4 Exhibiting enterprises applying for a joint exhibition must meet the following conditions:
- They must be a distribution-type enterprise, i.e., foreign trade enterprises or industrial and trade enterprises as categorized by the Canton Fair.
- They must have obtained exhibition qualifications and have three or more adjacent booths in the same exhibition area.
Article 5 Joint exhibition enterprises must meet the following conditions:
- They must be non-distribution-type enterprises, i.e., production enterprises, research institutions, or other types of enterprises as categorized by the Canton Fair.
- They must have a joint operation or genuine supply cooperation relationship with the exhibiting enterprises.
Article 6 To better utilize the booth arrangement policy effects, exhibition groups that receive coefficient weighting in the general booth allocation must have their distribution-type enterprises jointly exhibit with non-distribution-type enterprises from the same province.
Article 7 A single exhibiting enterprise can apply to jointly exhibit with up to two enterprises in the same exhibition area. Brand booths and their attached general booths are not eligible for joint exhibitions.
Article 8 The following enterprises are prohibited from joint exhibitions:
- Enterprises that have been reported, announced, or punished by national authorities such as the Ministry of Commerce, Environmental Protection, Health, Human Resources and Social Security, Customs, Taxation, Market Regulation (Intellectual Property), Foreign Exchange, Safety Supervision, Drug Supervision, etc., and are within the reporting, announcement, or punishment period. If there is no specific time limit, the prohibition is valid for six consecutive sessions from the date of the report, announcement, or punishment.
- Enterprises that have had their exhibition qualifications canceled and are under a punishment period due to violations such as illegal transfer or sublease (sale) of Canton Fair booths, trade dispute complaints, suspected intellectual property infringement, poor exhibition performance, non-compliance with fair regulations, disruption of exhibition order, or other violations.
Chapter 3: Application and Review Procedures for Joint Exhibitions
Article 9 Qualified exhibiting enterprises may apply for joint exhibitions online via the Canton Fair’s official website “Exhibition Easy Access” platform within the specified time frame according to the booth application notice for each session of the fair.
Article 10 Each exhibition group is responsible for reviewing the joint exhibition registration information submitted online by exhibiting enterprises. Once approved, it should be submitted to the Foreign Trade Center and publicly announced on the Canton Fair website and the exhibition group’s website.
Article 11 After the booth location arrangement results are announced, exhibiting enterprises must, within the specified time frame, link approved joint exhibition enterprises to the corresponding booth numbers via the “Exhibition Easy Access” platform. Each booth can only be linked to one joint enterprise. The joint exhibition relationship becomes effective upon confirmation of the linkage.
Article 12 One month before the commencement of each Canton Fair, exhibiting enterprises can log in to the Canton Fair website’s “Exhibition Easy Access” platform within 10 days to modify or cancel the submitted joint exhibition information. Each exhibition group must promptly review the modifications and, upon approval, announce the changes on the Canton Fair website and the exhibition group’s website.
Chapter 4: Arrangement and Management of Joint Exhibitions
Article 13 The arrangements for joint exhibitions include:
- The Foreign Trade Center will produce an exhibition certificate including information about the exhibiting and joint exhibition enterprises, which must be displayed at the booth. Only the name of the exhibiting enterprise is allowed on the booth header.
- Joint exhibition enterprises may display promotional materials at the booth, including prominent signs, business cards with their enterprise names, websites, CDs, or paper materials promoting their products, and their products.
- Each booth at the Canton Fair can issue one exhibition certificate. Personnel from joint exhibition enterprises may obtain exhibitor certificates through the corresponding exhibiting enterprise within its certificate quota. If additional certificates are needed, they must apply to the relevant exhibition group for approval and then process the additional certificates through the fair’s unified payment system.
- Other services provided by the fair to joint exhibition enterprises.
Article 14 Joint exhibitions must not have the following conditions:
- More than one joint exhibition enterprise at a single booth.
- Distribution or display of promotional materials for non-exhibiting and non-joint enterprises, or placement of products from non-exhibiting and non-joint enterprises.
- Other violations of booth usage confirmed by the fair’s booth inspection team.
Article 15 Exhibiting enterprises must not charge joint exhibition enterprises fees beyond the normal booth costs.
Article 16 Joint exhibitions must not exceed the limits of joint exhibitions between distribution-type and non-distribution-type enterprises.
Chapter 5: Supplementary Provisions
Article 17 Each exhibition group (or sub-group) should actively support direct participation of joint exhibition enterprises and ensure that booth arrangements are allocated to truly needy enterprises. A certain proportion (principally not less than 10% of the total number of booths in that area) of high-potential, but currently non-exporting (or not meeting the exhibition standards for exports) specialized, innovative small giants, manufacturing industry champions, high-tech enterprises, etc., should be arranged for participation in each exhibition area.
Article 18 Within five working days after submitting the general booth allocation plan for each session, exhibition groups may return unallocated booths to the fair for reallocation (valid only for the current session). This return of booths will not affect the base number of booths for the exhibition group. Beyond five working days, the base number of booths will be correspondingly reduced.
Article 19 These measures are interpreted by the Canton Fair organizing committee. In case of any inconsistencies between previous regulations and these measures, the latter shall prevail.
Article 20 These measures will be implemented starting from the 136th Canton Fair.
